Notice on Strengthen Discipline Management at Huatai Dry Battery Group

As time moves forward and a new phase begins, in accordance with the Huatai Dry Battery Group President’s strategic directive of “Deepening Reform and Breaking Bottlenecks,” and in order to clarify reform direction, strengthen management foundations, and ensure efficient and effective implementation of reform initiatives in the new stage, Huatai Battery Cell Factory hereby announces the comprehensive strengthening of discipline management as follows:

I. Comprehensive Surveillance Coverage

To reinforce discipline supervision and improve operational efficiency, Huatai Cell factories and offices will implement expanded video surveillance coverage across the headquarters office building (including the west wing), production areas, and all subsidiary plants.

Except for the offices of the Chairman, General Manager, and Executive Vice President, all office areas will be fully covered by video surveillance.
All surveillance systems are video-only, with no audio recording.

The Administration Department and Human Resources Department will conduct weekly discipline inspections in accordance with the Company Discipline Regulations and the Internal Audit & Supervision System. Any violations will be handled strictly in accordance with company policies.

II. Full Smoking Prohibition

Smoking is harmful to health and poses fire safety risks. To create a healthy working environment, ensure fire safety, and protect employee well-being, a full smoking ban will be enforced in all office buildings and production areas of Huatai Battery manufacturing facilities, effective immediately.

Designated smoking areas will be set up, limited to:

Production area restrooms

Office building restrooms

Outdoor areas of office and living zones

Cigarette butts must not be taken out of restrooms; violations will be treated as smoking infractions.
Smoking is also strictly prohibited inside all company service vehicles.

III. Strengthening Company Vehicle Management

To standardize company vehicle usage and better support market development, Huatai Battery Group (a leading dry battery, alkaline battery, carbon zinc battery, lithium battery, and button cell battery manufacturer and supplier) categorizes service vehicle usage into three levels:

Category A: Customer reception

Category B: Business travel and official use outside Linyi

Category C: Official use within Linyi

Priority order: A > B > C, strictly enforced by the Administration Department.

If Category C vehicles are unavailable, employees may use private vehicles for approved business purposes and receive mileage-based fuel reimbursement.
If Category C vehicle use affects Category A or B needs, the Administration Department head will be penalized.

Effective immediately:

Vehicle requests no longer require OA approval

Requests must be submitted via WeChat to the Administration Department head, stating time, number of passengers, destination, and expected return time

Employees are strictly prohibited from privately contacting drivers; violations will result in penalties for both the requester and the driver

All drivers must complete a Daily Vehicle Log.
All company vehicles (except the Chairman’s vehicle) will be equipped with dash cameras, implementing full in-vehicle and external video monitoring (video only, no audio). Logs and footage will be regularly cross-checked.

IV. Standardizing Business Hospitality

To further regulate business hospitality, control costs, and eliminate waste while ensuring legitimate business needs, the following rules apply:

Except for major clients and VIP customers, all hospitality activities within Linyi must be conducted at the Huatai Battery factory cafeteria or Longyuan Restaurant, strictly following company hospitality standards.

If special circumstances require alternative venues, the reason must be stated in the OA application and approved in advance.

V. Business Travel Attendance & Check-In

To standardize off-site work management, ensure attendance accuracy, maintain work traceability, and prevent misconduct such as absenteeism or false reporting, all employees (including management) must complete OA system check-ins during business travel.

Check-ins must be made at the actual work location

Check-ins at hotels or unrelated locations are strictly prohibited

Work content must be clearly noted

Check-in times:

Morning: 07:30 – 08:30

Afternoon: 16:30 – 17:30

Missing one check-in in a day will result in deduction of the full day’s salary.

OA travel filing forms must be submitted to the General Manager’s Office of Shandong Huatai New Energy Battery Co., Ltd. prior to departure, indicating expected travel duration. Upon return, actual travel time and a Business Trip Report must be submitted.

Failure to comply will result in non-reimbursement of travel expenses.

VI. Meeting Discipline

The weekly Saturday executive meeting of the General Manager’s Office will be chaired by the Executive Vice President. All management-level personnel of Huatai Battery Group must attend.

Each unexcused absence will result in 1 point deduction in the monthly management evaluation (RMB 200)

Absences due to approved leave (with leave form) or official travel (with OA check-in records) are exempt from penalties

VII. Implementation & Enforcement

This notice takes effect immediately upon issuance.
The Human Resources Department and Administration Department are responsible for implementation and supervision.

Relevant systems concerning discipline, hospitality, vehicles, attendance, travel, and meetings will be updated simultaneously.
All employees must carefully study and strictly comply with these regulations.
